Automated external defibrillators (AEDs) law passed In 2011, Chapter 65 of the Laws of 2011 was enacted requiring all dental establishments to possess automated external defibrillators (AEDs).

Primary Care Service Corps program enacted In 2012, Governor Cuomo’s Article VII Health and Mental Hygiene Budget legislation enacted the Primary Care Service Corps program, which offers dentists up to $30,000 per year in student loan forgiveness for service in underserved areas of New York State. The program was funded for $1 million.

Executive Order # 38 In 2012, Governor Cuomo also issued Executive Order # 38, which adopted the 20% cap on administrative costs for government-funded programs like Medicaid managed care that NYSDA had been proposing in legislation. The Governor’s order phases in over three years, starting in 2013, a cap that goes to 15% in 2015 and requires that 85% of government funding be spent on actual program services rather than administrative expenses for all years thereafter.
