Medicaid

Medicaid provides health coverage to low-income adults, children, and people with disabilities. The Medicaid provisions of the Social Security Act became law in 1965. The Medicaid program is funded jointly by states and the federal government and is administered according to federal requirements. New York includes local government funding as part of the overall Medicaid budget. The law allows individual states to enhance their programs by including discretionary health care services. Although the Medicaid program covers pediatric dental treatment, New York has chosen to include adult dental services as part of its Medicaid coverage as well.

 New York’s dental Medicaid program had been administered strictly as a fee-for-service model. Starting in 1997, the NYS Department of Health began transitioning dentistry and other services into the Medicaid managed care program and now all managed care organizations that they contract with are required to include dentistry in their plan offerings.
